Curran Webb provides CDM Co-ordinator services for construction projects ranging from house extensions and single plots to larger housing developments; from small industrial units to larger commercial and industrial business parks, including large scale demolition programmes, construction and infrastructure works; phased programmes where public access must be maintained; and fit out works. These projects have been in various sectors including industrial, warehousing, retail, educational, offices, house building, civil works, and eco projects.
Curran Webb is a corporate member of APS and our safety advisors are all individually accredited on the APS Register of CDM Co-ordinators, a qualification recognised in the CDM 2007 ACoP as an example of competence.
The CDM 2007 Regulations place significant emphasis on ensuring competence at all levels. The core criteria for demonstration of competence of Contractors, CDM co-ordinators and Designers are documented in the CDM 2007 ACoP Appendix 4.
We outline below how the company meets the standards set out in the ACoP core criteria.
Criteria 1 - Policy
Curran Webb Ltd Health and Safety Policy is signed by the Managing Director and reviewed annually.
Criteria 2 - Arrangements
Details of Curran Webb arrangements for the management of health and safety are included in our health and safety policy.

Criteria 3 - Competent Advice
Curran Webb is an organisation of safety professionals providing health and safety advice, therefore we can access competent health and safety advice from within our own organisation. In addition to our own internal source of advice we are members of Worcestershire Health and Safety Group (WHSG); Birmingham Health, Safety and Environmental Association (BHSEA); IOSH and Corporate members of the Association of Project Safety (APS). Our competence is maintained by continuous CPD for IOSH and APS.
Criteria 4 - Training and Information
Curran Webb has an ongoing training programme and maintains training records.
All Curran Webb consultants have attended and passed the Association of Project Safety approved course for CDM Co-ordinators and the CITB Site Managers Safety Training Scheme (SMSTS) 5 day course.
In addition, all Curran Webb consultants regularly attend APS seminars and WHSG and BHSEA presentations.

Criteria 5 - Individual Qualifications and Experience
Curran Webb has three consultants acting as CDM Co-ordinators. All have attended and passed the Association of Project Safety approved course for CDM Co-ordinators; the CITB Site Managers Safety Training Scheme (SMSTS) 5 day course; NEBOSH Certificate.
All are individual members of IOSH and APS and undertake Continuing Professional Development (CPD).
Individual qualifications and experience are shown in the CV's for each consultant.
Criteria 6 - Monitoring, Audit and Review
An audit of the procedures is carried out annually. Details of Curran Webb procedures for monitoring, audit and review of our safety management arrangements can be found in our health and safety policy.
Criteria 7 - Workforce Involvement
As a relatively small organisation comprising mainly of safety professionals, all employees and consultants are involved in the development and update of our health & safety and management procedures.
To maintain best practice our procedures are under continual review.
In addition to regular informal discussions, we hold formal monthly management meetings which includes H&S on the agenda.
Criteria 8 - Accident Reporting & Enforcement Action
Our accident reporting procedures are contained in our health and safety policy under arrangements for the management of health and safety.
Curran Webb have never had a reportable accident, an enforcement notice or a prosecution.
Criteria 9 - Sub contracting procedures
The competence of all sub contract consultants and contractors is verified against the standards set out in appendix 4 of the Approved Code of Practice to the Construction (Design and Management) Regulations 2007. No person starts work for the company until the managing director has verified that they meet the required levels of competence for the work they will be undertaking.

Pre Construction Information
The pre construction information is a collection of documents intended to provide designers and contractors with project specific information needed to assist them to manage health and safety hazards.

The pre construction information will continue to be developed as a document until such time as the Principal Contractor produces a suitable construction phase plan.
The construction phase plan replaces the pre construction information as the health and safety management plan for the project.
The Principal Contractor has responsibility for the construction phase plan, although the CDM Co-ordinator retains responsibility for co-coordinating health and safety issues associated with ongoing design.
Design Risk Register
Although the CDM2007 ACOP states that it is not a legal requirement under CDM 2007 for designers to record their deliberations when managing risk by design, it emphasises the benefits of recording and providing information on the significant risks. It is suggested by the ACOP and confirmed by industry guidance that recording the design risk management process will satisfy the requirement under the Management of Health and Safety at Work Regulations 1999 for designers to keep a written record of the significant risks identified in risk assessments.
We believe that for most projects it is impractical to manage risk during the design phase without having some record of the hazards identified and the action taken to avoid or reduce the associated risks. The need for recording is particularly important when either, there are many designers, or the design must pass from one set of designers to another.
We therefore advocate that a design risk register should be maintained to record both actions taken by designers to control these risks and record residual risks.
We recommend that the risk register is owned by the Lead Designer who is best placed to ensure that the listed Hazards are considered at the appropriate stages. Our role as CDM Co-ordinator is to ensure that this process happens. To do this we monitor the design and the risk control process by attending design team meetings and, where appropriate, by reviewing drawings and specification or the facilitation of further design risk review meetings.
To achieve the best means of communicating information to others within the team we advocate that, where practicable, that information on hazards is included as notes on drawings.
Construction Phase Plan
The Construction Phase Plan, provided by the Principal Contractor, will be reviewed to ensure it is sufficiently developed for the client to allow construction to commence.
The adequacy of the welfare facilities will also be reviewed prior to construction commencing.
The Principal Contractor will be responsible for ongoing development of the plan.
The Health and Safety File
The development of the health and safety starts as soon as practicable with discussions with the client to agree a suitable, user-friendly format for the file and what type of information it should contain. This format is then recorded in the pre construction information.
Information on design philosophy, residual risks, together with cleaning and maintenance arrangements will be provided by the designer.
The bulk of the information will be obtained via the Principal Contractor as the construction phase proceeds with as built drawings provided by the architect, structural engineer and specialist contractors and designers towards the end of the construction phase.
The aim is to have the file ready to hand over to the client as practical completion.
Brief details are given below of some of the projects on which Curran Webb have acted as CDM Co-ordinator. These demonstrate experience and competence on large schemes, including large scale demolition programmes, construction and infrastructure works; phased programmes where public access must be maintained; and fit out works.
The projects have been in various sectors including industrial, warehousing, retail, educational, offices, house building, civil works, and eco projects.
New 870,000ft² bottling plant and warehouse being constructed for Constellation Europe at Avonmouth.
Curran Webb Ltd is CDM Co-ordinator for the new bottling plant and warehouse being constructed for Constellation Europe at Avonmouth. Goodman International is the developer and Fitzpatrick the Principal Contractor. This also includes offices, roadways and site services.
This is a £42 million design and Build contract.
Curran Webb Ltd is also the CDM Co-ordinator for the ‘fit out’ phase of this project including new bottling plant and warehouse. Constellation Europe is the client and SEC the Principal Contractor. This is a further £40 million programme over an 18 month period.
New retail and warehouse units; car park, including underground car park; and site infrastructure at Nottingham Ikea Retail Park.
Curran Webb Ltd is CDM Co-ordinator for design and build of a mixed use scheme including construction of new car parks, the demolition of existing industrial units and construction of new retail units and industrial units on the Ikea site at Nottingham. British Land is the client and McLaren the Principal Contractor.
This is a £24 million Design and Build contract over an 18 month programme.
The scheme required careful co-ordination with Ikea and their neighbouring retail outlets, with their massive public presence, in order to minimise any disruption to their operations. They have operated normally and a key feature of the phased programme has been maintaining the number of car parks and ensuring the construction work does not impact on the retail trade.
Curran Webb Ltd was CDM Co-ordinator for a phased programme of refurbishment the King’s School, Worcester including; modification and extensions to the Headmaster’s accommodation, raising and re –roofing the gymnasium area, an extension to the main school buildings to create a new reception area and adjoining administration offices.
The client was the King’s School Worcester and an important objective was maintaining an ongoing safe and effective learning environment.
Beckton Waterfront Industrial Park:
Curran Webb Ltd was CDM Co-ordinator for construction of 30 industrial units at Beckton for relocation of businesses ahead of the 2012 London Olympics. The units varied from 120,000ft² to 12,000ft². The project included sustainable energy, site infrastructure and roadways. Part of the project remit was to deliver 10% renewable energy and this was achieved using ground source heating, roof mounted wind turbines, photovoltaic panels, rainwater harvesting, and external service yard heat recovery. Rosemound Development was the Client and McLaren the Principal Contractor.
This was a £25 million contract.
